Europe felt a moment of respite on Monday, as the tension sparked by the introduction of a new 28-article proposal for achieving ceasefire appeared – briefly – to have been defused. A Washington representative spoke of "notable headway" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its response: a renewed assault of rocket attacks on Kyiv.
The Pattern of Diplomacy and Destruction
The chain of opposing developments captured the bleak nature of the recent timeframe. By day, political struggles are conducted: optimistic declarations are released from various governments. Immense energy is devoted on restraining certain initiatives. By night, Moscow forcefully demonstrates the world that, for them, military action persists as the main instrument for achieving "resolution".
Nocturnal Warfare
As Russia's attack unfolded into the early hours of Tuesday, the present situation of Ukraine's exposure was exposed. Ukraine is capable of detecting rocket firings from enemy soil, a capability enabled by current data. From vantage locations, Ukrainian air force fighter jets that had been dispatched to counter approaching cruise missiles roared overhead – modern combat jets supplied to Ukraine by Western partners.
Shortly after, Kyiv's air-defence systems thundered: defensive missiles deployed against a Russian ballistic missile. This was a advanced protection mechanism at work, presumably supplied through partner states. Every launch shakes the surroundings, causing tremors. The moment of terror quickly becomes sober acceptance: perhaps the incoming missile won't hit its mark this time, protecting urban areas from devastation and another blackout.
Persistent Threats
Not long after, a heavy machine gun fired at a unmanned aircraft somewhere nearby, part of a defensive team – probably imported technology. Unfortunately, the shots failed to hit the opposing UAV – it pressed on overhead toward its target.
Intermittently, this persisted until dawn. Kyiv faced the early updates: multiple fatalities, destruction and utility failures in numerous residences as a result of the night's assault. As customarily, everyone still continued their routines – experiencing conflict. But those entire period demonstrated Ukraine's critical military reliance on Western support – a need that neighboring countries are clearly incapable to replace in the immediate future.
Ineffective Peace Efforts
The comprehensive proposal from Washington generated strong feelings, controversy and profound anxiety – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and international summits.
Every new approach from US leadership unfolds according to the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, effectively counters. They contain the crisis but never actually win the battle. This cycle will, no doubt, persist.
Strategic Calculations
It is tempting to accuse specific actors of repeatedly advocating Moscow's conditions. But that does not seem to be the whole story. US administration works based on a assumption understood by seasoned negotiators: you cannot achieve through diplomacy what you have failed to defend militarily. The American government presumes that it is unrealistic to pressure the Kremlin to abandon the areas that it currently occupies in Ukraine's south or east.
The challenge is that while recognising this factual reality, American administration does little to prevent Kremlin actions, through statements or actions, from believing that the current condition will not change more in its benefit in the near future.
Divergent Views
Therefore, the Kremlin is confident that time is on his side – that Ukraine and its allies are nearing depletion. Their incentive to agree to terms that does not give them the greatest potential benefit is close to zero. There may be many attempts to stop fighting, but they will continue as long as Russia's leader remains supremely confident in the outcome.
On the contrary, Kyiv believes that Ukraine can still endure, progressively conceding lives and land but averting a entire defensive failure until circumstances change in its advantage.
Existing Situation
Objectively, there are no real preconditions for a ceasefire. Now, individual motivations are becoming relevant: personal goals to broker a ceasefire and secure international recognition, and the government's twin challenges – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the flag against any plan Kyiv finds unacceptable, so that their attention does not move to internal issues. And although their task will now be considerably more difficult after recent developments, it remains highly unlikely that this will change their overall approach.
These conflicting dynamics are influencing discussions.
Assessment and Future
It took a just a single week to terminate the 28 points of the current initiative. Aggressive and erratic handling of the matter by Washington, resistance by Ukraine and the rest of Europe, along with pacifying measures of representatives, and finally, recent disclosures, all achieved their purpose.
While new initiatives based on previous concepts are forthcoming, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to resist political attacks from Washington that are based on Russian demands and show specific hesitation to modify developments, if they stand together and enhance their military capacity at a considerably quicker tempo. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the foreseeable future, largely rely on sustained allied backing.
